Meeting held on 11/19/14 at Abbott Library Conference Room
Meeting called to order at 3:10 pm

Topics of Discussion
- Discussed comments and guidance provided by the Board of Selectmen (BOS) to the BAC at the November 17th BOS meeting
- Reviewed warrant articles, discussed whether each article represented more of a want versus a need, discussed the time sensitivity of the article (i.e., did it need to happen in 2015), and discussed possible alternative sources of funding versus taxpayer dollars
- Reviewed each town budget line item with a proposed increase over $2,000 and discussed the extent to which each line item could be impacted by BOS action. For those line items that it was believed that the BOS could impact discussed whether the proposed budget increase represented more of a want versus a need, discussed the time sensitivity of the line item increase (i.e., did it need to happen in 2015), and discussed possible alternative sources of funding versus taxpayer dollars
- Discussed the perceived philosophy/approach of the school regarding BAC involvement & input in the school’s budget development & approval process
- Shared data and responses to questions provided by the school in response to BAC request
- Reviewed FY 2015-2016 school budget data in aggregate relative to budget data for previous years and discussed trends
- Discussed contribution percentage toward health insurance of teachers, non-union staff, and administration
- Reviewed pay table included in teacher’s union contract
Action and Follow-up items
- Participate in 11/17 school budget work session along with school board and school administration
- Continue analyzing data and gathering insights on both town and school proposed budgets
- Request appointment with BOS to present findings & suggestions on proposed town budget at December 1st meeting
